Mysql Configuration problem too slow

Hi i'm newbie here, i would like to know what would be the cause of these problem..
i have xampp 1.7.2 version installed on my system, heres my local server specs
Intel E8400 3ghz dualcore wolfdale
4gb High Performance DDR2 Ram
640gb Black Power Western digital
Windows Vista Ultimate 32bit

heres the problem,
- i have 521,771,15 total count in rows in my table, when i try to execute the data, i got 20secs delayed and sometimes my Database got a message "NOT Responding", i think there was a problem with my mysql configuration to handle this large data, if anyone here knows how to resolve this issue please let me know :)

my sql file is 70mb with a total count of 521K record of count in rows.. anyway heres my configuration in my system
