Here on the Forum I did see the same problem as I have. (In German Language) Dut I don't quite understand the solution.
My system: Vista Ultimate SP2.AND NORMAN ANTI VIRUS. updated. XAMPP - win32, ver: 1.7.2.
Portcheck: Status: every port is Free. (MySQL is Port 3306 System)

I see this same behavior on my system. When in XAMPP Control Panel I hit the Apache START button the green Running sign shows up for some moments. And then it stops running and the button reads "Start" again.
Now I look in Norman Firewall and I see the possibility to make rules. Which .exe makes Apache to start?
Any help would be greatly appreciated.

edit: There is a Norman FW rule for C:\XAMPP\Apache\bin\httpd.exe.
