date() [function.date] error in wordpress and joomla

Ive just tried to set up wordpress and joomla on xammp, and both pieces of software are producing this error
we have tried reinstalled joomla and it still comes up with this error even after changing the time settings, so i think xammp has a bug rather than wordpress and joomla.
if anyone has any ideas on what could be the problem it would be most appreciated.
