Was wondering if anyone else had the same issue... I downloaded the latest XAMPP version for Windows (I have Vista), and the HTML directory for PEAR wasn't installed.

That's correct plus many other packages not included in this version.

http://localhost/xampp/pearinfo.php

Simply install the packages you require when you require them.
