XAMPP for file hosting???

hello, I am new to this so if I sound like I don't know what I'm doing..... it's probally because I don't.
anyways I have been having trouble with my site download files exceeding the free file hosting bandwhitch limits (8GB per month) which is where they are hosted, not on the main site. So I set out to find a solution, first I tryed dropbox but I soon found out that that is only for sharing files w/ friends / family not thousands of people. Then I found out that you can set up a server to host files from your computer on the internet. That research eventually led me to XAMPP.
I downloaded and installed XAMPP and it works on one of the computers (http://localhost/). It doesn't work on the other computers I assume because the ip changes. I tryed opening the router but didn't see what everyone means by changing the port 80. I found somethings while checking in the routers settings like a check box that was checked saying (Filter IDENT(Port 113) ) and Remote Management: which had Enable or Disable but is currently disabled.
The Management Port: is 8080 and Use https: was not checked.
I registered for no ip but don't really no what to do. I think I have a dynamic ip b/c it tends to change. I already have a site hosted on 000Webhost but don't want to host it on my computer. But if possible would like to register a new free domain and be able to host my files on my server and enter the url to the file on my site downloads pages on the main site url not the files hosting url.
Other questions:
how will this effect the security of my computer
will this slow down my internet
will the internet providers get mad due to people constantly downloading stuff.
