Config DefaultLang - Cant find language

I am trying to import a file into my database. The file requires a character set of Latin1_bin which is what the database "collation" was created with. However when I open the list box for "Character set of the file" none of the Latin sets are listed.

I Looked in my config.inc.php file and $cfg['DefaultCharset'] = 'latin1_bin' and $cfg['DefaultConnectionCollation'] = 'latin1_general_ci' However I do not see any "latin1" in the drop list.

What am I missing?
