HTTP Error 403.14 - Forbidden

I have installed XAMPP as per the instructions with the EXE.
I cannot start Apache abd when i attempt to logon to http://localhost/ i get the error message "HTTP ERROR 403.14 - FORBIDDEN"
Windows IIS was enabled on the computer previously, but i disabled it through the control panel 'Programs and Features' > 'Turn Windows features on / off' > 'Internet Information Services' > 'Web Management tools'.
I have not turned off any options under 'World Wide Web Services' - Should i turn of any of these?

Is there anything else i need to do?
