Streaming Media via HTTP

Hello!

I am looking to stream Video files for my non-profit via XAMPP. I want to be able to upload a rather large avi files, around 400mb, and have someone on say DSL be able to stream this off my website.

I do have some tools at my disposal, I have the Adobe Server but I dont have flash CS4, so that limits me. I was thinking Red5, but I'm not 100% sure. Does anyone know a way to stream media without a streaming server? Thanks!
