Apache wont start on ME machine with no internet connection

I have succesfully installed XAMPP 1.7.1 on my Windows ME machinewith no internet connection. When I tried to start Apache from the XAMPP control panel application, it would start but then I'd get an error message:

Httpd has caused an error in LIBAPR-1.dll.
Httpd will now close.
If you continue to experience problems,
try restarting your computer.

Then Apache would stop. I also tried starting it from apache_start.bat but recieved the same error message.
