When i, trying to access files on my local computer it always comes up not found. I,m using the latest version of xampp and have checked the ports are working as they should be. Apache says it,s working.

So you are using a wrong URI for your files.

So you have this file?
C:\xampp\htdocs\xampp\htdocs\php_mysandbox\my_phpinfo.php

Are you sure you have the file my_phpinfo.php in:
C:\xampp\htdocs\xampp\htdocs\php_mysandbox\
http://localhost/xampp/htdocs/php_mysandbox/my_phpinfo.php

Or is it in the default location:
C:\xampp\htdocs\php_mysandbox\my_phpinfo.php
http://localhost/php_mysandbox/my_phpinfo.php

Please double check the location of the file and the URI you are using to access the file.

BTW the error log file is located in the default installation location of C:\xampp\apache\logs\error.log and if you have Apache running then you should see a 404 page not found error in this log file at the date and time you tried to access it (drag the file into your opened text editor to read it).

If your error is from the web browser only then it is possible that Apache is not running so check using the XAMPP Control Panel that both Apache and MySQL have a green running next to them.
