can't connect to msql

i've got apache and mysql working and can see my php pages ..however my mysql_connect.php file can't connect to db.
i've tried the following:

require_once('localhost/reg/7/mysql_connect.php')
and
require_once(/reg/7/mysql_connect.php')


i've searched web and can't find a solution. i hope someone will help or send me to a good helpful forum. i'm old and mind is not what it used to be.
