httpd.conf: Cannot load mod_authz_svn.so into server: \xc1\x

I have a xampp 1.7.1 and pdt 20090619.

At commandline,

"/xampp/apache/bin/httpd.exe"

is no problem, but at eclipse, this show an error message:
"apache.exe: Syntax error on line 12 of /xampp/apache/conf/httpd.conf: Cannot load /xampp/apache/modules/mod_authz_svn.so into server: \xc1\xf6\xc1\xa4\xb5\xc8 \xb8\xf0\xb5\xe2\xc0\xbb \xc3\xa3\xc0\xbb \xbc\xf6 \xbe\xf8\xbd\xc0\xb4\xcf\xb4\xd9. "

At "windows - preferences - phpcelipse - php external tools - apache", I wrote
start apache - -D k:\_web
apache \xampp\apache\bin\apache.exe

How can I solve this?
