Temporarily disable your Windows firewall or indeed any firewall/virus scanner you may have running like ZoneAlarm etc.
If that fixes the issue when you visit
http://localhost and
http://127.0.0.1 (check both work as intended), then configure the errant firewall/virus scanner to allow the XAMPP components.
You will find a list of ports used by those XAMPP components in the FAQ here:

127.0.0.1 localhostIf not then add it and also check if you have this line:
::1 localhostIf you have that line then comment it out so it looks like this:
# ::1 localhostSave the file then right click on it and select
Properties, then tick the
Read-only box, so it can't be edited without you know about it, then click
OK.
Now try again in your browser to access
http://localhost and
http://127.0.0.1The Windows hosts file is located here:
C:\Windows\system32\drivers\etc\hostsBTW there is no need to remove Skype as both XAMPP and Skype can run happily together by either starting Skype after Apache is started and running correctly or by the
preferred method of reconfiguring Skype not to use port 80 and port 443 - here's how:
Click on
Tools/Connection Options and add
55555 for example to the box
Use port for incoming connections and then
remove the tick in the box
Use port 80 and 443 as alternatives for incoming connections.
Click on
Save and both XAMPP and Skype should now coexist quite happily together.
