Apache starts and stop after 3 sec

I have this this unique problem i tried everything. I use xampp for 3 months and i had no problem that i cant fix. Now i have this problem for 1 week, no error msg Apache starts than after 3 sec stop with no error msg i tried changeing every port ssl:443 port:80 same problem i dont use IIS all ports are free.

I even reinstaled windows i still i have the same problem.
