Q5. Have you recently upgraded or installed anything from Microsoft either manually or automatically?
A5. Of course WinUpdate is always running so I may have updated a lot of Win components.
The problem is that I can in NO WAY know what is going wrong and here is why: we (company) had problems with our internet provider and were without connection for more than one month.
I was working to set up our website, ex novo, at the time, but then I stopped of course and when connection came back I updated the system, without taking a backup of course.

A6. Because if there is some problem on door 80, why I can navigate normally? OK this is a stupid question, of course because when I navigate I send requests outside and Apache is instead receiving requests. Sorry for my noobyness.
You can try and disable your firewall or ZoneAlarm etc. temporarily and test access again.
Ye I will try this immediately.
Check the
xampp\apache\logs\error.log file just after you try to access the XAMPP Welcome Page in your browser.
OK I'll try this before disabling firewalls and see if I can understand where is the problem.
Also clear your browser's cache often when working at local level.
Mh I think this was already done a couple of times since the problem showed.
I also tried with Explorer, after FF, but same problem
