Help to reactivate mySQL

Hi

I'm a newbie trying to export/ import joomla website to host and having a few problems. During the rechecking of the host names and passwords i've inadvertently deleted all permissions. Now i have this message '#1130 - Host 'localhost' is not allowed to connect to this MySQL server' and mySQL says DECTIVATED in the STATUS.

Can anyone help me either reset permissions or tell me how i might reinstall without loosing website data?
