I have a website hosted of a vps (virtual private server) that i have bought. I can upload files from the vps to another webhost for example at 1.5mb/s.

Heres the thing. When i try and download a file off the vps it downloadsa at 45-60kb/s instead of the maximum 1.5mb/s. Is there a limiter that has been enabled or what?

If so how can i disable it?

help please. i just realised it isnt 50 kb/s its 20 kb/s and i dont think people want to download stuff at 20 kb/s

Try asking your VPS provider this question as in your posts you have not mentioned anything about XAMPP, so I am assuming you don't use XAMPP on your own PC..
