Problems with character set

I installed xampp last week but have a character set problem. Some characters display as the graphics characters used to draw borders and such. This also happens on some internet web pages but only a few. My default characters set is Western ISO-8859-1 and Im using firefox but it also happens on windows IE. I notice that in a lot of the xampp php files the character set is changed or set at the beginning of the file. Is this the problem? If so what do I need to change to to fix it? I've tried a couple of different options with no change.

I'm also new to PHP and mysql. Xampp seems to be an awesome tool!

No.

Some characters display as the graphics characters used to draw borders and such.

So your encoding in the html files is different to your browser settings.
