XAMPP Perl PPM problem

Hello there.
I have a question about the PPM.bat file.
It seems that i do not have the PPM.bat file after installing the XAMPP AddOn,
But i really need it because i have to install a DBI Module for my Board.
Now i was wondering where i can get the PPM.bat file?
Any help would be great.
