hello,
i'm very new to all this server config world, i have been using xampp for a long time now to test my scripts locally, what i was wondering: i have a server installed locally, can i use it so people connect to my computer and fetch pages just like they would on the internet.?

no one can help me here?

Do you have an internet connection - i.e. a line to the outside to the outside world such that you can send and receive email? If so, yes. Otherwise, no.

Sorry about the incomplete answer. I assumed to much. If you're on a LAN or intranet you don't need an internet connection and people can connect to your system through the LAN connection.
