Hi

I'm brand new to this, and can't find out what I'm doing wrong!

In the help file there is a picture of the Database screen in the WinMySQLAdmin, where the right click menue shows a "Create Database" option.
I don't have that option, why?

Is it because I'm running Windows XP?

Well in the Xampp control panel, MySql module and the button "Admin". Then the WinMySqladmin opens, and there is at button.
It execute the winmysqladmin.hlp file in the mysql bin folder.

It seems that a database can be created in the http://localhost/phpmyadmin/index.php! Is that the way to do it?

Ok, you mean the help from WinMySQLAdmin.
--> don't use this tool (or the "admin" button from the current CP).

phpMyAdmin is the correct tool to do such things. Or the MySQL Command Line Client.
