Slow File Download Speeds...

Need help with a problem I have been struggling with for over a month now and no amount of searching through Google or forums has helped me so far.

Currently setup with Softlayer on two dedicated servers. One with Windows Server 2003 and a brand new server with a fresh install of Windows Server 2008 (both on a 1000mbps up/down port)

Using the latest full version of XAMPP 1.7.0 on both servers.

Tried w/ and w/o mod_bw and I do not use mod_throttle..

When running Apache, file download speeds from my servers are around 200-300 kb/sec, regardless of the connection I'm on...

Under IIS 6 & 7 I can cap out any connection I'm on, in regards to download speeds...

We're behind a Hardware Firewall and disabling the firewall does not improve download speeds on either server.


Needless to say I'm going crazy trying to figure out why IIS is so much faster in regards to download speeds. (Apache is still MUCH faster in page loads tho...)

Any help would be greatly appreciated!

Where is your DocumentRoot? Is it on the same disk and partition as Apache, or on a network device?
