MercuryMail is installed by default in XAMPP.

Check out their web site, but I must admit I have not seen a web mail page, but there again I have not looked specifically for a web mail interface on their web site.

They have an email client like Outlook Express only much better called Pegasus Mail that might be worth checking out on their web site.
