::1 localhost = IPv6 for localhost which XAMPP can't use.

127.0.0.1 localhost = IPv4 for localhost which XAMPP can use.

The side effects of commenting out or deleting the IPv6 entry are that you will be able to access XAMPP using http://localhost and http://127.0.0.1

Sounds good. I'm not gonna disrupt my wireless or anything else by making the change?
