What version of Windows?
What version of XAMPP?
Both omitted.

Please provide as much info as possible about what you are trying to do and what you have done already.

Also look in the xampp\apache\error.log file for clues.

Remember we can't see your screen from here so you have to relay all this information then there may be small chance we can troubleshoot your issues.
