Newbie Help no listening sockets

I cannot get the SQL to run.
Here are the messages I get:
HTTP: C:\Windows\sys32\inetsrv\inetinfo.exe
HTTPS: C:\Windows\sys32\inetsrv\inetinfo.exe
MSQL C:\xampp\mysql\bin\mysqld.exe

run Apache error:
<0510048 Only one usage of each socket address....
make_sock: could not bind to address 0.0.0.0:80 no listening sockets available shutting down unable to open logs

Apache is not running. Stop IIS from Windows, and you can start Apache.
