Root with no Password

How do I create a root password. At the bottom of the 'phpMyAdin' - MySql localhost page, the following message appears. 'Your configuration file contains settings (root with no password) that correspond to the default MYSQL privileged account. You really should fix this security hold by setting a password for the user '.root'. How do I create this password? Please advise. Also, is this the reason during the Database installation process I receive the following this message - 'Unable to connect to the database:Could not connect to MySql'. Please advise. Thanks.

Just read the "readme_en.txt".

Wiedmann - Thanks for your reply. 1st - "readme_en.txt - located where? Sorry, I am new to this process. 2nd - I am attempting to install a Joomla database on my stand alone computer - Windows. Please advise. Thanks
