As I said, I freshly installed XAMPP - the only changes I've made are the ones you've listed above. . .

got it - i didn't have the serevr documents directive in the vhosts.conf.

so mysite seems to be working as it should, but localhost doesn't go to xampp welcome page - not tooo bothered about that right now....

Correct. This was not part of my config example. You only ask for the ip 123.123.123.29 and the name "www.mysite.com".

Is this a requirement?
