I get this message on security page:
The MySQL server is not running or is blocked by a firewall! Please check this problem first ...

How do i put it into windows firewall to allow it to run?

In xampp control panel when i click start it says its started and shows the "running" next to it but only for a second then it disappears... so im assuming the firewall is whats causing it.. hope you can help.

Is "SVC" checked, or not?

Its checked.

Read the Windows event log, why the server can't start.
