Other people go to my local site

I've seen sometimes people go to there IP-address like this:
http://77.162.21.105/
Then they can see a site or something, just like I can when I go to http://localhost/. (and when Xampp is running)
How can I make something, so that other people can see my site which is only local hosted with Xampp? Is there a name for it?
