Security page problem

I wanted to have just a very simple login password page in order
to access to the following page
http://localhost/phpmyadmin

But when i tried the security page
of http://localhost/security/xamppsecurity.php to setup a simple login and password
to block the //localhost/phpmyadmin

It returns
Access forbidden!
You don't have permission to access the requested object. It is either read-protected or not readable by the server.

And the error log indicated

was found in the error log


Please help which files on the directory able to make it works
