Xampp- Php Admin Error

I have been browsing other topic's but none seem to have the answer or exact question, I have even tryed Google.
I have uninstalled and reinstalled Xampp about twice now and I keep getting this same error:

MySQL said:

#2003 - The server is not responding
Connection for controluser as defined in your configuration failed.

I have not changed any settings since I first had it installed. And the ports are forwarded to the ones they need to be.

Is the MySQL server running?
