Go to http://localhost select your language and click on the Security menu then on the link on that page.

There you will be able to set a password for root for phpMyAdmin/MySQL

BTW you don't deed a password to login for root in phpMyAdmin by default until you set one in the above page.

When I click on security it says I don't have permission to access it...

You don't have permission to access the requested object. It is either read-protected or not readable by the server.
