Try uninstalling then installing again - sometimes an install can be corrupt.
To uninstall make sure, in the XAMPP Control Panel, that all components are stopped including any that are running as a Service (
un-tick all the Svc boxes), then close the XCP.
Check in your Task Manager (
right click on the Task Bar and select Task Manager>Processes tab) look for any XAMPP component files, for example apache or mysql files, and click on
End Process>Yes if any are found.
When you are sure all components are stopped it is now OK to delete the xampp folder completely.
Now install XAMPP again, fingers crossed it should work this time.
Re-installing has been known to fix some strange issues in the past when all else fails but not guaranteed.
Never try and install again over the top of an existing XAMPP installation as that will fail and cause many issues that will be hard to pinpoint and fix - follow the instructions above if you have already attempted to re-install over the top of an existing install.

BTW you can copy and paste from the command console window by clicking on the little icon top left corner of the window title bar (next to C:\WINDOWS\System32\cmd.exe title) then select Edit from the menu and the operation you want to perform.
