The method to install on your USB is not the same as installing on your PC drive.
Download the zip version and unpack/copy the xampp folder from the archive to the root of your USB drive.
Do not run the setup_xampp.bat file as this will add the offending drive letter and don't manually add the drive letter of the USB drive when creating your Alias section, or in any configuration or ini file in XAMPP.

This is what the httpd-xampp.conf file example you quoted above looks like when installing without running the setup_xampp.bat file:

That's it, all should now perform as intended and your USB will run XAMPP not only in your PC but will be totally portable and should run in any PC you insert it in to.
