Can't open security setting url with xampp 1.70!

I install xampp 1.70 , but i can't open security setting url( http://localhost/security/lang.php?zh )!
--------------------------- the problem ---------------------
it says:
Access forbidden!
You don't have permission to access the requested object. It is either read-protected or not readable by the server.
If you think this is a server error, please contact the webmaster.
Error 403
