SSL is enabled in Apache by default:
XAMPP Welcome Page wrote:For OpenSSL support please use the test certificate with https://127.0.0.1 or https://localhost

Certificate Info.

The certs are stored in:
.\xampp\apache\conf\ssl.*\ folders.

README files are included in those folders - drag into a text editor to read.

SSL configuration file is:
.\xampp\apache\conf\extra\httpd-ssl.conf

Make certificates using the Command line option:
C:\xampp\apache\bin\openssl.exe

Make certificates using the bat file:
.\xampp\apache\makecert.bat
