To see if everything works, just call http://localhost

I want to run my own website, install a forum, directory, and scripts!

Go to c:\xampp\htdocs\ and create a folder (eg. myscript), then put your scripts in there and call them with http://localhost/myscript/file.php

XAMPP applies the stuff you'll learn by studying the underlying stuff, like:
http://httpd.apache.org/
http://www.mysql.com/

Bit of a 'rtfm' issue.
