You may have IIS (Windows Internet Information Server) running which can be disabled in the Windows Control Panel - the file running is something like inetsvr.exe but not sure exactly as I don't go within a bar of it - check using Task Manager.

The other culprit that hogs port 80 is perhaps Skype which can be made to use another port from the Skype configuration menu.

Are you sing XAMPP?

If so go to .\xampp\xampp-portckeck.exe and run the exe file and it will tell you what ports are being used by what programs.
