This is not an XAMPP issue but an HP 530 Notebook issue so help here will be limited to anyone else who has a similar notebook PC that sees your multiple post.

What OS on the notebook?

Drag the Windows HOSTS file in your text editor then copy and paste the full contents here - on XP the path to the HOSTS file is:
C:\Windows\system32\drivers\etc\HOSTS

What browser are you using?

In the browser, is the Work Offline ticked in the File menu - top left of the menu bar of the browser?
Edit:
Working Offline only uses saved or cached pages and should not be ticked for normal use.

Have you set up a network on the notebook?
Give full details of what you did and where on the notebook you did it.
Edit:

I note the HP 530 comes with Norton Security Suite - is there any configuration interfering with Localhost?
Try disabling for testing.

Always copy here the actual error messages you are receiving (if any).

No one can help (as you by now must be aware) when you keep saying things "don't work".
You have to write here what you have done, what you have changed, what you see on your monitor when things "don't work" and anything else that may help us to troubleshoot your issue in great detail - realize that we on the forum can't see your notebook like you can, so you have to relay what's going on.

BTW - your problem with 127.0.0.1 is not XAMPP related but more the HP 530 Notebook Setup you carried out when you first setup the machine, as you described XAMPP works with the notebook's IP address - read the Startup Guide and the User Guide with relation to Computer Setup and Networking, also look in the Help and Support Center by selecting Start > Help and Support which contains useful forum help links.

...And if all else fails try Contacting Customer Care.

I use XP.
HOSTS file:

# Copyright (c) 1993-1999 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

127.0.0.1 localhost

I use IE, Mozila, Opera
I didnt tick the offline mode until you told me and surprised me that it worked but showed an older version of my site so i thought is from cookies, i deleted them and now doesnt fuction no more altought im in the offline mode...weird.
