I want to use my XAMPP as a local server only and want NO OUTSIDE access. Is there a way I can prevent hackers from accessing my pc via XAMPP and nobody to have access to my local development machine?

You are using a router for internet access?

Yes, I am using a wireless router connected to a cable modem to access the internet. I don't know if I just need to setup my firewall to prevent access or if there is somethings in windows or XAMPP to prevent access. I am only using my machine for local development and don't want to have to worry about security settings in MySQL or XAMPP. What can I do?

If you don't configure a port-mapping in your router, there is nothing more to do.
