Database lagging

I have XAMPP set up on an intranet with just 2 computers both running Vista. One computer is home to XAMPP and the database the other computer is a client. When both computers are accessing the database (different records) the client pauses for just a few seconds.

My question is: Does this have to do with that the "server" may have priority over a client accessing the database?

Is there anything that can be done to eliminate the pause?
