PHP_PGSQL.DLL Problem? Server not running

I have a server with Windows 2003 Standard and I installed the newest version from Xamp on it and a mediawiki.
Since two days the wiki is not availible anymore. If I go to the server and and start the apache and the sql database via the pannel also nothing is working - If I start the file xampp_restart.exe in the xampp folder a DOS box appears a few serverices will restart and the wiki is running again...
I saw in the error log of the apache the following message:
PHP Warning: PHP Startup: Unable to load dynamic library '\\xampp\\php\\ext\\php_pgsql.dll' - The specified procedure could not be found.\r\n in Unknown on line 0
The file is in the folder - whats wrong???
