Trying to use OpenSSL on XAMPP... help!

Fresh install of Xampp on WindowsXP (Sp2), I'm trying to use openSSL to generate a CSR, however I'm running into a small issue which after googling for awhile, seems that this stupid issue is one that not many have:

Every time I run openSSL I get:

WARNING: can't open config file: /usr/local/ssl/openssl.cnf


My XAMP is installed into c:/xampp... Someone help as I'm sure this is a quick fix... either a config file needs to be made or I need to specify where the config file is... or something...
