Access forbiden! Error 203

Dear Forum
XAMPP 1.6.7 windows XP Pro

I have been using XAMPP for several years without problems. Until. today. I have uninstalled and reinstalled the latest version but I am still getting the following problem:
I am trying to install a third Joomla for testing but when I click on the 'Next' button after the language selection, I get the 'Access forbiden! Error 203' page. When I look in the browser (firefox 3) address bar, I see the address appears around 100 times;

http://localhost/propertypage/installat ... llation/:/ etc. etc.
This also happens with the existing Joomla installation when I select any page other than index.php and also when I enter an incorrect admin password etc.
I am also getting multiple WinMtSQLAdmin 1.4 error boxes stating 'Access violation at address 1009F40 in module 'LIBMYSQL.dll . Read of address 00000000.'
I hope someone can point me in the right direction?

Yuo mean 403 and not 203?

Maybe a problem with mod_rewrite (and/or Joomla's pretty url configuration).

You mean "WinMySQLAdmin" and not "WinMtSQLAdmin"?
--> don't use this program, it's deprecated. (use MySQL Administrator from mysql.com instead, if you need such program)

Yes, sorry, 403. Back to thje drawing board. I will delete everything and start again!

Hi Wiedmann,

I don't think it is all to do with Joomla as I am getting the same thing when I create a database with PhpMyAdmin although the database is created, I get sent to the page: http://localhost/phpmyadmin/://localhos ... myadmin/:/ etc. etc.
Any more ideas?

I think, Joomla installs a faulty .htaccess file in DocumentRoot which causes the horrible redirections/rewrites in your browser.
