Server just hangs and then times out... sometimes

I'm sorry, I've tried to solve the problem on my own, but I can only spend so many hours on this before I give up.
Used the installer for Xampp 1.6.7. That all went fine. The set up works fine some of the time, but most of the time it just hangs and then times out. Doesn't matter whether I'm just trying to get to localhost, phpmyadmin or any local sites I've built w/ Drupal or Joomla or anything. Doesn't matter what I'm trying to do, it just hangs. Sometimes says "Read Localhost" in the status bar but...
I've updated httpd.conf w/:
EnableSendfile Off
EnableMMAP Off
Win32DisableAcceptEx
I've changed my Listen Port to *.80
I've fixed the <?php tag in xamp/index.php
and anything else I could find relating to this issue but w/ no luck. Can someone PLEASE help me? Any suggestions or should I try an older rev or something?
