Security Help - phpmyadmin secure but not xampp

I have the same .htaccess file in phpmyadmin directory and xampp directory. If I go to http://localhost/phpmyadmin, the user/pass prompt displays, but if i clear cache (i am just saying this because it isnt a cache issue) and try http://localhost/xampp, no user/pass prompt displays. It just doesn't recognize the .htaccess file in /opt/lampp/htdocs/xampp but does recognize the /.htaccess file in /opt/lampp/phpmyadmin. The .htaccess files are the EXACT same and if I drop the file anywhere else, it works just fine. Any ideas?
