I have the same error here with last xampp package
Certainly again related to XP SP3...

None of last Apache version has worked for me under windows XP SP3
Hope that the support under windows will better...

I tried your solution with accessing localhost by IP 127.0.0.1, but it is still the same error.

In the event viewer after accessing 127.0.0.1 or localhost I get two successive errors:

I made a small test.php with
<?php
phpinfo();
?>

The execution of this script is working,IE displays the result of phpinfo(), and I don't get the libapr-1.dll error, but I still received the libhttpd.dll error, the same I've got with Xampp 1.6.6

I'm starting xampp not as service. I'm using the last xampp 1.6.7. I removed the xamp 1.6.6 before installing 1.6.7

Concerning the crash of Apache in libhttpd.dll it's certainly related to module log_config_module. If I comment it I don't have crash with phpmyinfo()

I just tried also the regular index.php from xampp and It's also working :-)
I don't have the lib-apr1.dll error neither the libhttpd.dll error

I will report my bug on the link you pointed.
