Xampp -> open_basedir -> abnormal CPU usage

I'm having a problem with xampp under Windows server 2003.

If I try to enable open_basedir under php.ini in /apache/bin/ I get abnormal CPU usage on our company server. We've managed to bassically melt down one Quad Core Xeon, so i've decided to stop httpd until the problem is solved.

Beside our own php websites we host a couple of e107 and joomla websites. The problem starts when we set a directive open_basedir for e107 website.

The page doesnt load, all we get is extreme Cpu usage. What does e107 have to do with open_basedir?

Does anyone else have this problem?
I cant figure this out. I dont want to leave all system directories unprotected but on the other hand, I cant tell the client to piss off.
