Xampp and phplist

I hope somebody could help me.
I have been using phplist for about 6 months to send our company's newsletter.
Since the beggining of this month our hosting provider has lowered the rate of email sending to 100 per hour. That is just very slow for our needs.
Reading and searching I found that it will be good to install XAMPP in one of our computers so we can get messages out faster.
I already downloaded XAMPP and installed it, everything went smooth.
The thing is that I don't have the slightest idea on what to do next.
Is there a guide somewhere?
